Yeah, you are right. having a game stuffed full of known cheaters who can get away with it has always been good for the health of a game. Getting a reputation for having an entire aspect of gameplay being run and ruined by bots never gets around, and the people who would enjoy that aspect of the game would never be turned off by that kind of reputation.
The benefits of removing cheaters will always outweigh anything that the cheaters bring to the table.
