Regarding Firmament Titles For 5.3

most achievement hunter like me will do it again and take places from other players that dont have the titels yet, and i already got the titels in first phase, so i will take the titels from one person that doesnt have it

Unless they make it so that those who already have the titles are ignored for the leaderboard. I got the impression this was the plan when the titles were originally announced for 5.2.

yup they said it, and now its totally different
its just dumb to do it like the way they announced it now, player that want the titels are get a kick in her butt because achievement hunter will take places from the top12 even if they had the titles
i dont complain about doing 10 days again of farming or crafting, im fine with that, but im sad about the players that really want the titel and need to fight against players who already got the titels

That is the plan. "If you graduated in season 1 you do NOT have to participate again". They ended up not going back on this. All they did was add new achievements. Meaning you in no way have to/need to participate again

I guess the important point here is if you can participate again, or if the leaderboard will simply ignore people who already have the title. Some people will want the achievement even if it provides no benefit, so do they end up taking title spots even if they don't want to?

On the other hand, the leaderboard will last only a short time (the previous round was 10 days), but the achievements are presumably available until 5.4 hits. So if you're worried about depriving someone of a title, why not wait until the leaderboards have closed?
