Botting is only a problem when houses aren't available. There's no need to use a bot when you can walk right up to a plot and purchase it.
When the 3 wards were added in 5.1, most worlds had houses available for weeks in both the new and old wards. It was only after they were all sold that the bots reappeared.
Surely you're not unaware that you're playing on a congested world where getting a house is going to be more difficult?
You're right, it is. But it's the only solution they have right now that can be implemented on relatively short notice so that's what they're going with. It's not going to solve the real problem but at least it will give more players the opportunity to own a house.
Do they have better solutions they've been working on in the background that aren't ready for implementation? We don't know and never will unless they're implemented. Ishgard has the feeling of something new being added to housing but we won't see exactly what we're getting until sometime next year.
Have we considered the idea that maybe the goal is not to ensure every player has a fair chance of getting a house?
It's a supply/demand balance, but maybe the intent is to always have more demand than supply.

What makes this one inexcusable is the gating of game features (gardens, workshops, airships, submersibles). Not only that, it has fostered a black market and would not surprise me to be responsible for some RMT.
The latter part is only applicable on FCs. You can't transfer ownership on a personal and even if previous owner release their ownership you still have the RNG timer in play.They've made several poor design choices in the past. Some have even been corrected.
