I think they built a lot of these assets, fleshed out the lore, composed this excellent piece, for future use yeah. I am going to guess the Populares isn't dead-dead and was instead driven underground, and 6.0 will be espionage themed trying to take Garlemald apart from the inside.

I love that town so much, I stayed in there long because I wasn't even sure you could go back. I would absolutely love to have it expanded, otherwise it would be a huge waste of resources and of an awesome design.
It's also funny because both the new trial and the new dungeon were made with reused locations and no new one, while we got a new time for werlyt...and no reason to go back there apart from taking screenshots and playing TT.

I theorize that at the least it will be expanded upon during the sorrows of Werlyt quests. It seems like Terncliff is designed as the future hub for the weapon quests. Hopefully that won't mean the destruction of the town. Some NPCs comment quite ominously on the town's unknown fate. Hopefully Yoshi P isn't planning to burn it.

If they were to destroy it as part of the questline I would be sooo sad! So far I've only been singing praises for that questline so I hope that doesn't change.

Given how much time and effort they put into not only the town area but the whole mech fight itself (special mechanics, animations, a better tutorial than you get for most of the regular game, etc.) I would be shocked if they didn't re-use it again.

Terncliffe was a brilliant new location, with its own unique theme no less, so I'd be surprised if we didn't seen more of it.

It seemed like somewhere right out of FF8, like Dollet and Balamb combined and thrown on a cliff.
I also think an espionage heavy plot in overthrowing the Garlean seat of power would suit 6.0 and locations like this too.

But... it may simply end up as the new hub for this trial series, as we still have 2 more weapons to go.

I'm really interested in visiting Ilsabard as a proper region if we get to see more cities of this sort.

It's much more...picturesque then I was expecting, though I assume the further north and closer to Garlemald one goes, the more desolate the land gets.

There's even an NPC that says we should just have killed Sapphire with a Cannon

But yeah, it's odd how it's so fleshed out when we're there for a few quests. It's even the hangar for our fancy new mech, too, so it really feels like (the start of) a hub.
