Great idea. I can definitely do gardening in an apartment and there is plenty of space to place furniture. It's like saying someone can't clear e8s and instead of improving, you tell them to go do Akh Afah Amphitheatre Normal. kArEnInG. Yeah... Right.
Then you have actively chosen to do without housing. >shrug
Join an FC that will give you access to their gardens. If your current FC doesn't let you garden and you want to garden, join one that will let you do it. Unless you are unwilling to settle for gardening on a plot you do not own. But that doesn't mean you do not have access to gardening. There are tons of FC's who don't use their gardens, I'm sure one of them will gladly let you use their plot in exchange for a little bit of whatever you grow on an alt char joined to their FC. There are ways, you have chosen to throw tantrums instead.

A good step in the right direction. Nothing short of a housing expansion ( I can see it now!: Final Fantasy 14, the Homewards expansion, 2021) would fix the housing issues, but it sure makes me happier to see more wards.
But are you certain you're going to be gardening? Most of my friends who bought a house partially because they wanted garden access didn't end up gardening. The most they do is occasionally grow shards or chocobo color fruit. Otherwise their gardens remain empty because they decided gardening was too much of a commitment (need to log on almost daily so expensive seeds don't fail).
Being a tenant is an option. Ask a friend who isn't using their garden to add you as tenant. Maybe as a bonus they've done an indifferent job of decorating and will let you decorate their house as well. I've had friends add me as tenant specifically so I can decorate for them and they reimbursed me for the cost of furnishings.
And yeah, there is plenty of space for furniture in an apartment (unless you want the huge pieces like the Knights Round Table). There are some really wonderful apartments out there if you're willing to take the time to look around.
What there isn't room for is a massive wall of knick knacks but then houses don't have room for those either unless you're going to partition off part of the house and leave it empty. I get a lot of use out of my apartments and FC rooms when it comes to decorating and redecorating, probably even more than I get from my house. One of my apartments is even modeled after real life tiny houses, with a "picture window" looking out onto a lush garden.
Try giving apartments a decent chance before you turn your nose up at them? if you can't turn an apartment into a "livable space", you're not going to do any better with a house. If nothing else, the apartment gives you a place to practice with interior design while waiting to buy a house, and flowerpots will let you grow seeds (just not crossbreed).
