BRD Charged Actions and update work

2 charges on bloodletter and emp arrow, and making songs/battle voice affect the bard as well would be great to start with. bard doesn't need a rework, it just needs a little here and there.
apex arrow feels incomplete though, like we're missing a level 90 trait or something that makes it better, it's the ONLY gauge ability in the game (to my knowledge) you can't use in the opener

It's the only ability in the game that literally feels like it's TACKED ON. If anything they need to rework Apex into something better later because the feel of it is pretty bad. We already have a Song Gauge to pay attention to. So as to remind people from Heavensward times: We should not be staring at our BUFFS the whole time, similar to how we should not be staring at our Gauges. On top of that, Apex's scaling could definitely be better considering the tooltip is misleading on potency.
