I think using shout to chat is fine, but seeing the same FC recruitment copypasta every few minutes in a city is pretty annoying. Especially when it's multiple people in different FCs doing it. It gets clogged pretty quick. And some amount of restriction would probably slow down gil sellers, at least to some small extent.
