Maybe, but it feels like a band-aid solution. There could be more incentive to being in other city states, but since they all serve the same function as of right now sans GC stuff, people will pick the ones with the most efficient designs.
It would be nice to have world visit in Kugane, Ishgard, etc., but I don't think doing it for world visit shopping or whatever is really necessary. It could just be there.
I doubt it. Every MMO ends up with a city where players congregate to see and be seen (just like they also tend to end up with one known for ERP). Sometimes the city will change as the game changes, sometimes not.
Limsa is the place for FFXIV. I doubt it will change considering low level characters can't visit cities added in later expansions without MSQ progression. That makes it a prime draw not just for players but for the RMT spam bots, increasing the load congestion even if the bots are hiding underground.
It's possible Limsa ended up that place because of the MB convenience. Moving the MBs to a different location (which I doubt would ever happen) isn't going to get players to change their long established habit of AFKing there.
Why do you feel the better solution is to change Limsa instead of you changing where you choose to hang out?
