I'm just going to preface this by stating I am a parent. My husband and I know EXACTLY what games our kids are playing. If they are not approved by us, they don't get them - can't buy, can't have as gifts - just cannot have. It is our responsibility to monitor what they are playing. It is our responsibility to teach them safe online habits. There are a lot of predators out there. Is everyone? No, most people aren't. But they do exist. This isn't victim blaming the parents if their kid gets into a situation online - but it is the parents' responsibility to try and do their best to prevent it from happening in the first place and to teach their children what to look out for.
I don't have a solution to stop ERP from any game. Honestly, I don't care if consenting adults do it. I don't know how SE or any other online game is supposed to monitor and stop it 100% though from it happening with a minor. Should it be in PF? No, probably not. Shouts? Again, probably not. But there are many ways for minors to be groomed by predators and I expect PF and shouts are the least of it. But SE cannot monitor all interactions of all players. They just can't do it, no game can.
As for adults protecting minors - yes I believe that is the responsibility of all adults. The ultimate responsibility does fall to the parents. I will say though the FC I am in, we are inclusive AND family friendly. We've had some minors in the past and when we knew it we all watched our language when they were on and we watched out for them in-game. Some of these minors are now young adults. We joke about our "kids" have grown up.
