Does HQ materials even matter when building airships?

Does quality do anything for you? I've had 100% quality several times that ended in normal progress.

The only thing I've seen come from HQ materials is an extra click to confirm that you want to turn in HQ materials.

The higher the quality the less material needed for the next step, is what I've found out. So if there's a way to in crease quality, that isn't totally random, that would be great, since making materials for level 50, at level 80, gives you a lot of HQ, as well as making HQ easy to make because of Trained Eye.

The amount needed for the next step is determined by the progress you make, it's either normal, excellent (-1/3), or outstanding (-2/3)

I haven't found quality to matter when the game rolls those dice for what level of progress you make
