How do you propose they/we clean it up?
Though, to be honest, isn't this what the "other" category is for?
Not RMT garbage, but why isn't it ok to have discord advertisements, an ad about an event someone is throwing at their house, random offers, etc in the "other" tab?
And where do you think players should put such things instead?

The party finder is definitely a cesspool of RMT and 'discreet' RMT and then mostly what's left is "hey come AFK with me". I feel like it could be better and more moderated.

Simple. Just reorder the categories. The spam only works right now because "Roulette" is both the first thing displayed, and also completely unused by actual players. If they moved a commonly used category (Trials, etc) to be first on the list the spam would have to compete with all the actual party listings, making it less visible, and therefore less viable.

PF isn't that great for roulettes as it is, if anything a quick baindaid would be for us to opt to hide categories of our choosing and so people can just hide roulettes.
But the better option would be for SE to be more heavy handed on RMT and other advertisements such as that.

A reporting function would be amazing. Currently you can blacklist of them to get rid of them, but that really shouldn't be the solution.
The problem with a reporting function is: Selling content for Gil is not against the TOS. You're allowed to do that for whatever reason. Now, obviously, most of us know that they're actually selling the runs for real money ("prices in discord" and all) but there's no way you can definitively prove that outside of them saying it in the game... SE would have to update the TOS to add a section about using the Party Finder for anything outside of its actual purpose (i.e. if you have a PF up for expert roulette, it's actually for expert roulette and such) and give a warning about this when you open the PF.
