With Hrothgar, we might actually get to see that—there some degree of implication that we'll be fighting a Hrothgar-inspired primal in the Shadowbringers Relic Weapon questline. My bets are on it being Asura due to the mural associated with that questline thus far depicting a multi-armed woman.
As for Viera, in Final Fantasy Tactics Advance they were associated with the totema Exodus—a giant tree man who in turn was based on the villain Exdeath from Final Fantasy 5. Ordinarily I'd say they wouldn't use him as he's associated with the Lucavi/Espers from the Ivalice games, but the Ivalice raids have come and gone and only Mateus and Famfrit stuck around out of the "based on FF1-5 villains" Espers. So Exodus, Chaos, and Zeromus are all technically available. But even if they didn't go with Exodus, given their propensity for following the Green Word and worshiping the wood itself they would probably summon something akin to FFTA's Exodus. That is to say... giant tree man.

Exodus was associated with Libra, or the Libra stone, which was possessed by Cidolfus Orlandeau. Thundergod Cid in Orbonne Monastery actually transforms into a... what do we call them in this? But I otherwise agree that a Viera primal should be Ivalice based.
From the Lucavi that so far haven't made an appearance or been utilised (like Cid's Libra/Exodus) there's Zalera, Chaos, Shemhazai, Adrammelech and Zeromus.
Zeromus could end up being used in an FFIV series, so I think Shemhazai or Adrammelech are probably the best fit for Viera.
Cid and the Totema are similar, yes, but with Halicarnassus existing two times (in Haukke Hard and Deltascape), I see no reason why we shouldn't get Exodus himself.

I suppose it could always be a Primal interpretation of the Libra Lucavi, seeing as Primals are essentially fictional recreations of them.
