Depends on if the other tank belongs to the "use Prooke on cooldown" school.
I kept stealing agro from the tanks as Black Mage in my last World of Darkness roulette.
It's more in regard to when running something like Alliance Roulette, and none of the other tanks have stance on, then when you pull you INSTANTLY lose aggro.
This only works perfectly if your cooldown is lined up with theirs, unfortunately. The enmity generation difference isn't so much that a single weaponskill will always snap it back depending on where you each are in the 1-2-3 rotation. This can result in a bit of ping pong until you get your second weaponskill off.
As for tanks with enmity stance on, if you have to use Provoke for some legitimate reason, or just plain use it poorly by mistake, then you can end up being unsynced with another tank's cooldown and having to wait to Provoke it back. You can try waiting until they use it again before using your if they're the type that is literally using it on cooldown, but this doesn't work if they use it only to grab hate back when they lose it. And if both tanks are doing it that throws another wrench into the mix unless you're extremely lucky and they're both using it on cooldown at the same time.
I.e. in alliance raids if I want to be the MT I never use Provoke except to specifically and immediately grab hate back from a single tank that Provoked. Anything else and you're fighting a losing battle.

Context: Copied Factory, main tank went down, boss turned to me - turned tank stance on, War took it, I didn't feel like fighting for aggro(this happens a lot -.-), turned off tank stance. My enmity indicator never left from being an upside down red triangle, and this is me peppering some only-auto moments. Don't ask me how. That thing usually drops to yellow or green when I turn it off.
I also found out I can't shirk tanks in other parties. Maybe SE should fix that at least for alliances.
Edit: If I were to be fair, this could be a big indicator that his party had pretty poor DPS and I was out dpsing the 7 other people in it. x_X. That's actually scary.
Edit: Reading these events again, I've come to the realization that I was one of the strongest players in the whole alliance..
