There is no way to report someone for using Rescue.

I could literally rescue you to your death every time Rescue comes up but until I say something about trying to kill you all I'm doing is using one of my abilities.

People got banned for less than that.

It should be enough when I say you should stop using Rescue. When you continue using it it's griefing.
