FF14 PvP do need some fine tune-up but definitely will not be what OP has listed. Everything he said in general only showing he is relatively new to FF14 PvP. If the proper research was done, FF14 had everything you just listed; from progression ranking system to PvP gear. These mechanics have been gradually abandoned through the development of FF14 PvP. The community simply is too small and these mechanics became obstacles stopping its growth
Morale gear has literally killed the original Wolf Den and GC Ranking system as "PvP progression" is pointless after intial 3 years when everyone reach the max rank. Garo event introduced the last set of gear with stats you can obtained from PvP. This is a design choice as it is witness by many that how pointless it is because PvE players use it as an easy alternative way to gear fast without put into effort. FF14 is getting mob of bad players in PvE and unwanted number of afkers in PvP. It is not beneficial to both PvE and PvP of FF14.
Remove stats from gear is a positive design choice because it offers a real fair competition environment and door the the new comer to PvP without worrying to be face roll by geared players. People is no longer requires to grind in PvE content for best weapon to used in PvP because gear stat is now irreverent. In case you are not aware, weapon base damage is the primary damage modifier in FF14.
In regard to your other idea about classic 2 ways battles, I really hate to comment on it since it is mostly from those players who freshly off from other mmo; especially worst for those from WoW. Frontline 3 ways concept is fine as it is. It is currently the only system offer by MMO that able to reduce the possibility of one-side domination to the minimum.
if you prefers classic 2 ways combat and duel or die on whether you on a good or bad team, I highly recommend you to stay with WoW instead. Please do realize even though FF14 need some tune-up; turning it into a carbon copy of WoW PvP should not be one of them.
