I think it made sense to have Onsal Hakair or whatever new map there is be the one that always shows up for a bit. It's a good way to get feedback, data, let achievement fiends work on their mounts, etc.
However, this has been far too long. Maybe a month or two would have been fine, or maybe every other day or something. 5.15 was in December of last year, so even if 5.3 wasn't delayed it would have meant they intended for this for half a year which is insane because some of the other FL maps are pretty good, with Seal Rock in particular being my fave. People who have started the game and completed Shadowbringers think this is all Frontline is. @~@
Before the rotation feature was about added, the only map that was active was Field of Glory (Shatter). It had the reputation of having the shortest queue times and it became snowball effect from there. The achievements for Borderland Ruins (Secure) and Seal Rock (Seize) were more or less unobtainable. The Frontline roulette didn't really help anything since it places you in whatever map is the most active.
The PvP playerbase in FFXIV isn't big enough in order to keep several separate map queues active. The existing playerbase want the shortest queue times possible and that meant everybody just swarmed the queue for the latest map, Shatter.
The rotation feature forced everybody into the same map, it provided variety to matches and gave newcomers a chance at earning achievements on all maps.
