That I completely disagree with, considering Yoshi-P's stance and attitute during Live Letters. When presented with a problem or a particular request from the playerbase, the usual impediments he mentions are manpower and server space. That XIV is likely SE's biggest income-earner wouldn't surprise anyone (in large part because it's an MMO with a sub-based model. So while FF7R surely sold more units than XIV has, XIV has been generating money since ARR), but it's also likely that most of XIV's income goes towards funding other ventures like KH3, Trials of Mana Remake, and FF7R.
Yes, XIV puts out a lot of content, and a lot of VARIED content, and some of it (LoV, PvP, BLU) isn't popular. But I'm certain that a bigger piece of the budget wouldn't hurt:
More money = more servers = more housing, or even a special sub-team specifically dedicated to improve Apartments, making them basically instanced housing.
More money = more developers = more people to playtest every. single. hat mesh. in the game so Viera and Hrothgar can wear them.
QA problems? Throw more QA Assurance people at it so they can playtest M!Viera and F!Hroth animations while the main QA team keeps testing job adjustments.
