You are right they do, but I also know people banned for doing it. SE does take action. At some point your luck will run out.
I have no idea what that person is talking about, skipping is nowhere near as rampant as they claim. I've been running msq roulette on my alt daily and have seen maybe one person cutscene skip, and promptly behave the rest of the run when multiple people said they would report them.

Someone somewhere has probably put this forward but the solution is simple. When a party first enters either Praetorium or Castrum IF there are no first-timers (which the game already checks for anyway) then pop up a dialogue box for all 8 people. In it, just have the choice, cutscenes: On or Off? If all 8 people vote off, then dont play them. It would be anonymous, like a vote kick is, so that no one knows who, if someone votes for on. I have been in so many of these where all 8 people want to skip. I say, use this mechanic that is already IN the game right now to let them choose, if there are no first time bonus peeps. Even with people who'd still vote for On, at least some times you'd get 8 people in agreement. Its better than how it is right now. But I feel like they wont do that because it might take a couple dudes a day of work or something like that. Thats the usual reason, "too much work." I still wish they'd do it.
I get it. I hate it too. but the whole reason the bonus is so big is BECAUSE you cant skip the cutscenes. if they remove the reward (and make the cutscenes skip-eable) I know I wont run them anymore....

I like this! As long as skippeable cutscenes does not remove the bonus XP though!!!
I wish i could gain one euro each time someone is bringing again a "eh, let's do this kind of voting thingy ! It sure will work !". I would actually be very rich XD
