The roulette only includes those 2 dungeons, which I assumed you were running because you were complaining about story dungeons. They dont change how specific dungeons work when they are in roulettes, or out of them.
If you don't want to sit through story, dont do MSQ roulette and dont ever queue for those 2 dungeons again. If its your first time running them, enjoy the story. If you are queueing for them after already completing them once, why?

Now, if they'd just make it so you didn't have to suffer through the cutscenes if you've seen them already. In this mode you get grouped only with players who won't see them either.
To reduce Q times for new players, offer an increased reward for experienced players if they choose to run it with new players and see the cutscenes again. Perhaps one extra tomestone if you do it the long way.

Quit being so melodramatic. You aren't suffering through a cutscene. Hell, they're the only reason why you're getting the increased reward in the first place. Back before the cutscenes were unskippable, the reward for doing them was negligible at best, with no reason to do them because it offered barely any XP, gold, or tomestones. Now that they made it so you do have to sit through them, they adjusted the rewards to make them worth doing; you can easily get half a level when you post-70 content, and you get SO many poetics now that you'd be stupid not to do them. You aren't suffering, you aren't being tortured.
because impatient people were kicking new people for watching the cutscenes, so now we all get to suffer through it or don't do it all.
Having an option like Ready Check that allowed the party to skip cut scenes if ALL members of the party agreed.
Not a perfect solution... but it would be something.
