What is the camera whoosh sound supposed to represent?

When flying past an obstruction, such as a tree or rock wall, the game plays a whoosh sound as the camera passes by the object.
Is it supposed to indicate that the camera is some physical machine following us, and it's propulsion sound is being reflected off the objects into it's microphones?

To me, it would make more sense if we hear mount-specific sounds when our characters pass things, not the invisible camera.

One possible explanation: The camera represents me, so I hear something as my flying machine passes things. My character on the screen is just a separate individual in the story that I direct to some degree.

My listening position was set full right, to the Character side. I tried it set to camera, and now the whoosh occurs when my character passes things. Seems reversed.

I prefer it on character, since the sound direction fits the direction my character is facing, and I don't get that in camera mode because the camera is at maximum distance, so it doesn't give me a good sense of sound direction (I have 5 ch. sound)

Part of the reason it's from the camera position is that there are a fair amount of mechanics that happen off-camera and have associated sounds in raid settings. It helps a lot if you can tell at a glance where the mechanic is coming from.
