Viera & Hrothgar need access to more helmets/Hats

This is funny because they are NOT treated this way.

As in ... Hrothgar can actually show more headgear than Viera cause the devs don't have to deal with the effery that is Viera Ears.
(Hrothgar get fully face covering buckets that can't visor cause it replaces the head.)

As for your pics, the clipping of Liz horns doesn't hold a candle to the tragic sight that is Viera wearing hoods.
Besides, we already know why Viera can't wear hats. Their ears are in the "hat" slot so that they can be customized. Unlike cats their ears are not apart of their hair, they can actually change the shape and size of them. Meaning that w/e artistic solution they come up with for "how do you make these ears not look stupid in a hat" would have to be model 4 different times (the 4 different ears they would replace) with different possible sizes.

In a new game building a new system for this would be possible ... this game aint a new game though so that's a whole lot of work. And seeing as Bunny Ears is the only thing that defines this race they clearly didn't want to go the route that would best allow for a solution to hats (As in, make them all have the same ears with zero customization like cats).

They have said more than once what they're plans are, recently they said they plan to add "helms unique" to them over time.(which I take to mean ... stuff like the Fran hair Helm? A hair style with a helm but IDK)

Or a hood where the ears poke through because they literally clip through it.

Viera with hooded robes look no different than Au ra, horns poke through. This ain't a Viera problem, this is just how the game is.
