Issues with Home World Transfer

I just bought a 90-day subscription and would like to use the Home World transfer service . Currently, I'm at European data center - Light - Shiva server and I would like to transfer my character from the Shiva server to the Phoenix server. Is this transfer to the New World? (not Home World Transfer) which is free. I selected Shiva and destination server Phoenix however, at the payment section it charges me 14€ for transfer.
I have only one character on the Shiva server, if I delete my character do I will be able to choose Home World again and create a new character ?.

The reason I want to transfer my character to another server is that most people speak German on the Shiva server.

The home world transfer costs money normally, yes. If you delete your character on one server, you can create it on another. Or just create the new character on the server you want, and leave the other one be. Doesn't cost you anything to leave it as is (or does not cost extra)

"New World" is a designation for servers that are new, not simply a "new" world to transfer your character to. No servers are currently listed as new, as such, the free transfer to New Worlds does not apply.

Pretty sure with the Entry level subscription, you're free to create up to 8 characters, though restricted to 1 per world. So if you simply want to create a new character on a new world, you shouldn't have any problem doing so.
