Yes. It's set in that area, so requires that you be able to travel there. I can confirm that you just need it unlocked, however, and don't need any completion of it. I have zero completion of the Enclave and am able to do the relic quest just fine.

The Enclave is unlocked via MSQ though - you first visit it in late Stormblood and go back there repeatedly during the post-game quests, and the restoration quest line starts within the zone itself.
What am I saying any differently? "It" in my post is the Enclave. I'm confirming that you don't need any progression in restoring the Enclave. I literally have none aside from the restoration unlock quest and am able to complete the relic quests. There's brief mention in the relic unlock quest of how there's still a long way to go before the castle is restored so I imagine there might be slightly different dialog depending on your completion. But it's not required. You just need access to the Enclave.
"Unlocked but zero progress" still implies to me that you have done the initial unlock of the restoration quest but made no donations.
I wouldn't consider having access to the Enclave itself as requiring an "unlock" when we are talking about something that happened naturally in the flow of the story an entire expansion ago.
