so..what i noticed is that I get a mining achievement at these levels (8,18,28,38), and i guess i will get the one that require 4000 times of mining by level 48. so, all the way from level 1 to level 48 only complete one area's achievement. e.g. "A miner of life for me: Black Shroud"
However, In order to get the item reward, I need to complete La Noscea and Thanalan too. isnt this mean I need to level up 3 times ? (Black Shoud + Thanalan + La Noscea)

In short he means that the requirements for the Crafting Achievements compared to the Gathering ones are disproportionate and he's right. It takes about 3 times the effort/time to get a single Luminary tool for DoL than it does for DoH.

You don't need to "level", even at level 50 you just need to mine in that areas for the required amount of times in the various nodes

He doesn't literally mean level, he's just implying that the effort is equivalent to levelling the class 3 times.
