It's a shame it doesn't cause structural instability that leads to a chain reaction where all the previous phases are rendered obsolete and need to be completed once again.

Realism would just be letting the work continue as long as necessary or picking up right where it left off later, rather than an all-or-nothing timed event. Besides, having to redo entire phases because a Fate popped at a bad time would be a massive waste of time and effort to everyone who already contributed.
