Some people may not speak any of them, but English is often taught in many places as a secondary language. So buckle up and do your best to help your fellow gamer.

I think if you're going to use any site's explicitly-labeled English forums, you ought to be able to write (and hopefully read) the English language to a passable degree.
If I tried to go over to the Japanese forums and make posts using the pittance of Japanese I actually know, I would fully expect to be mocked.
If person is neither Japanese, English, French or German speaker, then they don't have their own forums and ought to use something of these 4 options, whichever is most suitable in their case. It doesn't mean that poor English is openly welcomed or is easy to understand, of course, but being rude or sarcastic with people when English often is pretty much only available option they have for interaction at Forums (because they know at least some of it thanks to school) doesn't make those, that are mocking, better people.
Plus, as a non-English speaker, I can say that such attitude completely kills any wish to study language or talk to natives because it gives a very bad example. When there is a person that learns my language and is trying to speak to me in it, I try to understand them and ask additional questions if it's needed for clarification of what exactly the mean, not mock them. Not to mention that without natural practice (such as chatting at Forums) your writing skills will never be good. And how are they supposed to get better if the only response learner gets is jokes and trolling?
Hence why I welcome "nihongo jouzu" phrases from Japanese (since you mentioned them) - though they often can say it even if the only thing you said/wrote is "Hello", at low level of speaking it still gives a pleasant feeling and wish to do even better. Most people work harder when they are praised to recieve even more praise, not when they are mocked which much more often kills any wish to do anything rather than gives motivation to work more.

Back to the topic, though.
P'molminn sadly wasn't shown after completion of the quest ever since. She became an adventurer in the end, as far as I remember at least, so I hope she's doing well - it's a dangerous field of activity, after all. Maybe one day her path will cross with Dancers perfomance troop and she will join them. That would suit her.
