I believe that the reason they were scrapped was because not enough people were doing them, so they thought that people didn't like them.

Which would be glossing over the fact that their rewards have been pretty bad for ages...

If they did return, I'd guess and say that people still wouldn't do them because Duties give better exp for time invested (With Trusts it might even hold true for DPS jobs)

Though, I wouldn't put it past SE to simply jam in another arbitrary currency to collect via them rather than fix the issue of exp gains from things that aren't duties being trash. So yeah, we'd probably start collecting 1,000,000 new "Tricolour Gemstones" to spend on a bunch of knick-nacks. Please look forward to it.
