To me, the Savage form looks more like a sin eater than anything. It's what Ryne would think of when told someone is corrupted by the Light, mixed with the WoL's memories of Shiva and Hraesvelgr.

she is nude when/how ? when the big ass dragon is wrapped around her in savage ? during transformation when there are so many particle effects you can't even really see if/whatever she is wearing ? some People make it sound like if a naked person stood under the brightest light possible to produce in the world, literally being showered in it you would look at a naked person if you looked the right direction, in fact all you would look at would be light bright enough to burn your eyeballs out.
see, but thats exactly why it is an arbitary number, "girls finish developing at....." okay so who is to say ryne didn't finish developing ? now in real life if there are real children/young adults to be protected from exploitation than i will absolutely agree with you, it is better to err on the side of safe rather than sorry, and some line has to be drawn, generally most of the world agreed on that line being 18. but this isn't real life. Ryne very clearly falls on the site of "still pretty young", gonna take a guess and say 16 here. Also, 18 is not an arbitrary number. It grants children a sufficiently long buffer to fully develop (girls finish developing at 15-17, boys finish developing at 16-17) and learn about themselves and sexual relationships after they reach puberty. And by your logic, children will learn complex mature topics as they get older, so the older the child, the more likely they will fulfill your criteria. Ultimately, it's the expected number of children who fulfills your criteria by age that counts. And someone thought 18 was a good age to pick.
But Ryne won't be any smarter/more careful/more experienced "the day she turns 18" , so in that regard saying "17, 2 days before 18th birthday is wrong, 18+ is okay, the line exists for a reason" doesn't make any sense.
Again, it does make sense in Reality if nothing else than as a safety zone to protect someone potentially vulnerable, but ryne is not that, she is not real, you can't hurt her either physically or emotionally, what this leaves us with is "does she look old enough?" and while i would say "on average? no" its not like she looks like a 12 year old, she very well (if she were real) could be a "young looking 18 year old"

Yeah our bad. She's wearing MORE than that. A dragon on her upper half She's even got a cloth around her lower section
I like how this post wrongly conflates sexual maturity with physical maturity including the brain. Fortunately, there are scientists that research these things and gives us information we didn't have before. That's why some places debate about previous age limits. They also realize we're developing sexually faster due to the presence of artificial lights, diet and nutrition. Basically our brain chemistry is saying "we have access to food, good lighting/shelter - let's breed". So we're entering into puberty faster. However, it still takes time for our brains to fully develop - which by the way is around the age of 25.I love how this post has 14 likes yet it wrongly conflates sexualization with objectification. One discussion is not like the other.

This is why I'm glad for science so that we can look at our laws (especially since the majority of the laws in US are religiously and politically driven due to lobbying) than just assume "18 is a good age to pick"
Also ...really why are we trying to apply modern law logic to a fictional world where even it's been stated there are limitations on the models they work on.

18 isn't arbitrary? People are crazy as soon as we talk about sex (or supposed sexualisation). You can drive a scooter at 14, a car at 16/18, you can hunt at 16 in many countries but sex... don't think about it.
Sex? There are only perverts and victims... responsability and choice are nowhere, they are an illusion... -_- seriously...
All this because of some religious puritanism from monotheisms.

Take off whatever personal chip on your shoulder and actually engage in the discussion. (not to mention your post history has a habit of accusing people of trolling you instead of actual discussion)

Ya'll are the kind of people that shouldn't be allowed in water parks cause you're too immature to be an adult about things.
I'll say this: There is nothing sexual about the designs. Will some people find them sexy? Yes. And that's their problem. Ya'll need to grow up.

The real horror is that Ryne will always carry with her the experience of being mind-melded with a genocidal god who was based on our memory of a dead Elf from another world who was in love with a dragon.
Compared to that, I don't think she'll be bothered that we saw some of her skin.
Before I continue, I'm not "white knighting" SE (because frankly, they've shat on healers and whatnot way too much this round).
The outfit I saw in Eden 8 (or is it different in Savage?) was a deep V neck then went passed the navel, not the dragon outfit (the dragon outfit is cooler). Maybe I need to pay more attention to see the dragon outfit.
In my opinion, people are getting worked up over very little. People cry hypocrisy, but Ryne is still under SE's control. Part of the issue with playable children is not just how they can be glammed by players, but how they can be acted as, named, and RP'd. Some people already abuse lalas as "lolis" and "shotas" (I've had to report some for their names before because they got that gross about it). They'd have a field day with actual child characters.
Personally, I find the dragon outfit and the V-neck to be inspired by biblical/High Italian Renaissance paintings/sculptures (would link but nudity) as well as variations of Shiva. In high Italian Renaissance/biblical art, they are sometimes tastfully nude with fabrics draped over the lap or body in general in some way, they like to play with fabric folds (especially in hoods) like Michelangelo's Adam & God in the Sistine Chapel or La Pieta (La Pieta has a nearly naked Jesus with a fully robed Mary). There are also variations of Venus with little to no garb/fabric. And with Shiva, most variations of Shiva have very minimal attire, mainly covering the breasts and the pelvis area.
So, it suits Shiva and it suits the Sineater/Shadowbringer vibe all together. It was very mindless of them, though. I think they were going more for a "cool factor" than thinking about a potential issue. If anything, they might censor it for us Westerners while keeping it the same for everywhere else seeing as we get offended over everything. Personally, I think the dragon outfit is fine. Girls usually start wearing 2-piece bathing suits somewhere in elementary, sometimes exposing the middrift area and sometimes not. The deep V neck is a bit too racey, but I honestly had to zoom in and rotate my camera to actually see it (and I always keep zoomed out for trials/dungeons), so it took me a couple runs to notice.
As for her undress/redress mystical sparkle mist cloud around her body: she's a magical girl having her magical transformation moment. Let her live her Sailor Moon dreams.
