I can chain pull a dungeon while rolling for loot just fine.
During the sprint between mobs there’s no other buttons to press.
Heck even during combat I can do it between GCDs.
But the complaint really comes from people waiting out timers to the last second.
We can already see who has rolled. Process of elimination can tell you who hasn’t.
They’re just asking for an easier time telling who to remind to roll.

I just watch the chatbox of my loot tab, and whoever is the one holding everyone up in the end of normal raids/ 24man/ ex trials (waiting 5 mins to roll on the bloody mount isn’t going to make those who want it leave -.-) I put on my blacklist. You’re not being clever, it’s not a new idea, I’ve seen people do it since ARR, and the other rolls won’t suddenly turn into a 1 by making us wait.
You can move it so it it is not in your face. Either way I support the notion of making it more apparent who has and has not rolled since I am one of those players that zone out and forget to roll, a friendly reminder is always welcomed.Are you one of those people that can play with the Loot Roll UI in your face while someone initiated battle?
Sometimes I want to do a pass all function too, so the person whining that they want their gear piece cuz several or more chests piled up between the chain pulls letting people to have little breathing room since "the tank is the lead and decides the pace of the dungeon" I mean I could let the tank just die for pulling the whole room without a CD or just be the DPS slightly AFK, but given that there is a time limit on certain chests, sometimes I'd like a bit of a breather trying to navigate to a menu on the HUD that's cumbersome and a bit outdated.
Tl;dr The whole root roll menu can use an update ie need all, greed all, pass all.

Reducing the roll timer to 60 seconds would be fine. Someone who fails to roll in that time always has the opportunity to run the instance again for another chance.
You're not being clever, either. Blacklisting that player doesn't accomplish other than prevent them from joining a party you list in Party Finder. They also usually aren't doing anything wrong.
The real problem is the length of the roll timer. If SE would shorten that, there would be no cause for complaints about being delayed at the end of duty.

This seems like a frivolous complain to me, it is what 5 minutes on the timer?
It adds up though. You run a raid 6 times because there’s a piece of gear you need, and you have been unlucky. Someone each time decides to spend 5 mins rolling. That adds up to 30 mins of your time wasted overall. For literally no reason other than someone trying to be scummy and make people leave.
I don't see what kind of drama displaying names would do? Nothing wrong with asking someone to roll.
As for rolling in between pulls - I find it easy in "endgame" dungeons, where you know what the loot is, but if you're running old content you might want to check/try on if the loot has glamour-value. But people who straight out refuse to roll drive me crazy, especially when something dropped that may be a gear upgrade for someone and so make the next boss slightly more efficient, if the person was made to actually get it and equip it.
As for reducing timers, it's always a problem with first timers and cutscenes, they risk missing on loot. But if you're just standing around refusing to loot, at the end of the instance, you're a jerk. Once I asked to please roll and I got answered "I'm going to the kitchen so if you wanna wait a few minutes"..what the? And then as they saw I wasn't leaving they suddenly rolled right away.
