Female Miqo, after speaking to her she told me about a shady character at the south end of Sapphire Ave Exchange. She vanishes afterwards. I went to the spot she mentioned and saw nothing but I was not looking for aether, I was looking for a shady character in robes lol. No new quests appeared in my log so I figured it was a bug.
Nope, you actually found one of the 'criers' for the event, that is, an NPC advertising the event. And by the time you reached where the purple aether was you had actually ran out of time. Gods, that is so frustrating, once that happened to me I started hounding the goddamn event (so not worth it)
