I have a feeling they're holding off on adding it simply because Viera and Hrothgar have yet to get their promised expanded customisation. It'll probably all end up being added in the same patch - and once the ARR rework is over with the development team will have more breathing room.

Or so I'm hoping.

I'm always up for more character creation options. It's true they could update it a bit, it's been a while.

LoL let them first add the stubble they already created and exist in the benchmark and then we'll talk about more facial and body option.
The fact that the asset exist but they didn't bother to add it in game is beyond me.
As for the nipples there is way a to add them but it's bannable and I'm not allowed to post pics.
The difference it makes is huge however. The models look more complete and natural without being too jarring.
SE needs to take some notes from the dark side as they did some things way better than SE.

Don't really need to do much to implement it. Just add a new texture for male characters with a slider that makes the body hair more visible.

There is already a limit of things they can add to CC. That's why only certain races have muscles sliders, that is replaced with either tail or ears slider for others. So while it looks like "not much to do", it will probably demand for a CC recoding to be implemented this way.

Also, witnessing some mods... I'm not sure that it will even look any good, but whatever.
