So with the release of the patch, the name of the gear came out and I can reference it better but apparently, the female variant of the tanking set DOES become a frilly dress and the leggings a skirt...

Propagating a chauvinistic ideal is stupid. Now a whole series of awesome looking armor will be glamoured over because someone ELSE thinks my character should automatically be running around in a frilly dress and a short skirt while the male variant, far more practical and better looking in my opinion, is rocking the better looking option.
Simple solution, make BOTH available to BOTH sexes or simply DON'T make variants.

They're just being true to the contest winner designs. The female design in the artist's submission has a skirt. Cutting it out would be going against the design and defeat the purpose of the contest.
Now it's perfectly fine if you don't like how the female set looks and would prefer the male one. But if you made the female gear look like the male set, you'd conversely have people that prefer the female version wanting it back. And if they gave both genders both versions you'd basically have to sacrifice a gear set to make it happen to allocate the artist resources to make it happen.
Sorry you don't like how it turned out, but there are other sets in the game.
The winning gear design had male and female variants, therefore the ingame gear sets have male and female variants.
Don't like it? Glamour over it, or try to win the next gear design contest.
Disappointing as it can be, in the case of this specific set it's pretty accurate to the contest winner which was the whole point of the contest. I'd be all for similarly flavored unisexed sets down the line tho.
The male tank coat looks nothing like the male Aiming set OR the counterpart female tank dress.
It also has weird cutouts on the underarms and I have no idea why you'd do that.
The one female top without a long skirt (for Striking) dyes weirdly, too
