Sure, on one hand it seems excessive and silly to issue a ban for that. On the other hand, spamming Holy in a city is also excessive and silly; you can also add annoying. Very similar to that kid who points their finger right at your face and starts saying, "I'm not touching you! I'm not touching you!"

I'm not sure what's worse: SE frying small fish, or players defending them out of spite. You guys understand that if we lose the ability to use any skill inside of a city, it is going to be because of players like this bozo, correct? It only takes a couple of rotten apples to spoil things for everyone, and it's dismissive to tell the player that reports them that they can just turn abilities off. Whether to use that feature, or the report feature is at the discretion of the player being bothered.

If a player's idea of fun is likening themselves to a fly in a nice restaurant, and ruining the experience and immersion of others; that is detestable behavior that doesn't have a place anywhere. Not just an mmo like FFXIV. The community is a happier and better place without them. In either case, SE can make an example out of anyone they want to. No point making a big deal out of it as the only person affected is the Holy spammer, who very likely won't be doing it anymore when he/she returns.
