Because the development cost of both of these suggestions is equal and comparable. ... riiight.It doesn't matter how much merit the option has if it's simply not possible or really practical at the time.
I mean I can suggest they release 20 dungeons every patch and 5 new classes every expansion, but that's not even remotely close to being an option that could be implemented if enough people rallied behind it or thought it was a good idea.

If tanks are supposed to wear plate armor then why is the tank gear from Shushui a mini skirt, short belly top, and flip flops? So is final fantasy itself breaking its own theme?
That's gonna be a no for me. That would defeat the purpose of glamours. How I glamour my gear is how I wish to present myself to other players.

This comes full circle to the fact that you wouldn't know whether someone was using this feature or not. In doing so you can just assume that everyone is seeing your character as you want them to be seen. Exactly the same as the modding situation, yet you seem to have no beef with that. Why should you have the option to make me see something that I'd rather not, yet I don't get the option to not see it? It all seems rather one sided.
The viewer gets what they want - control over the player's appearance.
But what does the player get? They know the option is there for people to turn off their glamour. They have not gotten what they want.
It is impossible to have both. You can implement "one and an illusion of the other", if the player is unaware that others could be altering their character, but not both.
And I addressed the modding issue earlier in the discussion - saying I didn't like it is what spawned this whole part of the argument. I have the same feelings about it. I don't like it at all. But the argument that it's already happening unofficially shouldn't make me any happier with the (hypothetical) prospect of having it made both easier and officially endorsed.
Forgive me for not being able to come up with an analogy that isn't overdramatic, but it seems like saying "a hacker can already steal your information, so why would you be unhappy about the government publishing it?"

And with the way how armor and mods work in this game, it will make scenario "the whole Eorzea naked" just a finger flick, because instead of editing all the 10.000+ items interested people would need to adjust just the small range of them.

I understand you're joking to make a little point, but that kind of attitude is exactly the kind of problem player that would make this option necessary. Someone who goes out of their way to be obnoxious.

This is a miniscule amount more work for a modder. There are "everyone naked" mods out there that are easy to install. You can just google search it. Modders are gonna mod and this option would have little to no impact on what is available to those who wish to do that sort of thing.
ALL THAT BEING SAID, i'm not someone who particularly supports mods for the purpose of titillation , though what you do on your own computer is no business of mine.
You're against the idea of this particular option and welcome to your opinion but this "argument" holds no water.
