If tanks are supposed to wear plate armor then why is the tank gear from Shushui a mini skirt, short belly top, and flip flops? So is final fantasy itself breaking its own theme?

What.. a single dungeon versus the 40+ with Tanks getting Full armor/full body covering gear so clearly by own means the devs want you wear proper tank gear on tanks.
Whilst I don't care I just love how drastic the naysayers are in their counter points.
A system error occurred during event movement.
It is not drastic at all, nor is it a counterpoint. It is just a simple question, and one that you didn't answer.
I'm seeing like... 8 dungeons which don't really follow the fully armoured, slightly less if you're counting stuff like Nomad's fending which is basically a caster robe as "full body covering". (Ravel Keeper, Nabaath, Ghost Barque, Shisui, Nomad, Woad, Sharlayan, ilvl 185)
There's also Ala Mhigan and the GUN starter gear as well as sets from crafting... lvl 76, Sky rat, and 52 from a quick look.
Sure, tanks tend to more often wear full-plate, but even just off dungeons there are exceptions to that and seems like what the devs want is to give people options and inspiration for different ways they can glamour.
