They didn't want it to be advantageous to make alts, especially for the use of retainers. So I doubt this will be a thing. Your best bet would be to form an FC, and get all your alts invited to that FC.

Certain ppl are taking advantage of alts already either by FC chest or just making a seperate account to trade back and forth. Adding a personal chest that acts as a intercharacter storage bank, will only make it fair for everyone.

People are taking advantage of a feature to bypass a limitation in place. Big surprise. People will always do that. :3
That being said, as I mentioned, the game wasn't designed to be advantageous to alts. Will that change one day? One can always hope. But I don't see that happening anytime soon. At least not until you can at least friend your alts to add to housing / mail to them, which I see happening before a chest just for that, because they'd have to program how to identify accounts, etc, using that too
