Hello, a few months ago I have a break for a game and I lost my house. I have returned and want to but another in Lavender Beds but I can't. When I want buy free land I can't and appears: Moratorium has been placed upon all plot sales to individuals.

Could someone simply explain what is this?

It seems like you are in the new housing areas added with patch 5.1. - only Free Companies can buy plots there at the moment. If you want a house there the only way atm is to buy a plot in the old areas and relocate there.

One has to hope that 5.2 will unlock those areas for purchase to individuals. I personally haven't seen anything official in regards to that but seems likely it will happen then.

You may already know, but in the Preliminary 5.2 patch notes released earlier today it confirms that from 5.2 anyone will be able to purchase these plots:

Private estates in housing wards 19-21, added in patch 5.1, are now available for purchase.
