I don't think this is something that would ever happen based on how SE has explained how the game handles data and the marketboards already spread throughout the wards.
But if it was something they were willing to consider, I don't think the idea of having the mini-boards based on crafting type would really work since all crafting, outside of CUL, share material pools. I need cloth and leather to make certain tools and weapons. Leather goods, and cloth to a lesser degree, also incorporate metals and even wood. Most of them rely on things made by ALC. Where would you draw the line at what crafting material belongs to what mini-board?
At that point, I might as well skip having a mini-board in the house and just visit the nearby marketboard in the ward proper since it will list everything I need. I'm also going to need to visit it to check current market prices on items to decide what I want to make to sell next. Adding the mini-boards probably wouldn't make anyone use the FC house more than they already are because of the limitations.
Personally, I'm slightly tired of having different restrictions on the number of a specific item that can be placed based on house size. It's an instanced interior. If a large can hold 4 flowerpots, so should a small. If one size is allowed 3 of the mini-boards, then all sizes should be allowed 3. That's the sort of thing that causes so much drama in the player base because the largest house is also the least accessible but can hold more of the things that players want to have. If small houses could hold just as many, more players would be happier with smalls.
And finally as you said, SE doesn't want to encourage players to hole up inside a house instead of being out in the world helping it to look populated.
If there is concern about use of the FC house, the FC needs to ask itself what it could be doing to encourage use of it. Does the FC have a meeting area and hold meetings/events there? Are the crafting stations set up for members who are leveling DoH? Did the Gold Saucer mini-games get added? Are the vendor NPCs, summoning bell and FC chest set up in convenient places or are they scattered throughout the house, making it more convenient for members to head to a city state? Does everyone get a chance to change the music on the Orchestrion so they can listen to what they like when in the FC house instead of being forced to listen to the same annoying song over and over (and thus never want to go in)?
