Try fishing for Shriekers in the Ruby Sea by Hells' Lid instead. It's a mooch fish off of ruby shrimp, and you'll need the regional folklore book, but it's a lot easier to aim for those than it is to try for some very annoying big fish instead.

I spent a whole day in the Ruby sea and only managed to snag 2 or three shriekers, i went through about 200 Live shrimp and used every fishing abilty at my disposal, im in level 70 gear....... and my line still broke more times than i care to count, i tried pulling the line soon and giving it a leash before pulling and it kept giving me grinning anchovies or breaking my line used precision hookset and still my line kept breaking..... frankly its a wonder that anyone has ever gotten even one of these cloths...... :/

The problem is that you are using Precision instead of Powerful Hookset. Shrieker is a large fish with a large fish tug, so Powerful is the one you want to use. Also timing when you cast or reel in the fish has no effect on fishing in FFXIV. And just having level 70 gear doesn't really mean guaranteed success against a level 70 fish. Are you using crappy NQ base level 70 gear or the best level 70 gear HQ? There is a huge difference in stats between NQ Gazelleskin and HQ Yamashi gear, not to mention melds.
