Never? As far as I was aware there has never been any 100% confirmation officially from SE that it was ever planned for FFXIV, but just something Yoshi offhandedly mentioned as random thoughts that someone seized on and touted "as planned" and from there it took on a life of it's own.

So until there is confirmation, I'm going to say it's probably never coming I'm sorry to say (and that is overlooking my own hatred of Blitzball in FFX, but then I'm hardly the best person to offer an opinion on that as I disliked FFX in general, but I digress).
