No wonder when created alts on Jp servers they where all dead with hardly any players anytime login to one. If they black list all new players because there not good enough could only see hardcore players saying on Jp servers then.
This is how I see the first post, honestly:
'I like to clear the content as fast as possible. If somebody don't so things the same was as I do (maybe because they are new or more causal and not as skilled as I) it means they waste my time, because my opinion and my time is the most important! The game should've been made only for people like me!'
Seriously.
I respect every nation of FFXIV players and I understand there are pros and cons of every community, but I really think that creating public blacklists with bad players is awful. Just imagine you can't clear any content because you forgot to repair your equipment before one instance (as I did once in a few years of playing).
This isn't about clearing the content as fast as possible. It has everything to do with Japanese culture being based on respect, harmony, and politeness. Even if it takes longer to clear content on JP sometimes, it doesn't matter because they respect your time. This is how I see the first post, honestly:

Which server are you talking about? There are plenty of people around, at least throughout Elemental.
If you mean actively talking out loud, that's just not the usual culture. People don't talk in towns, and in dungeons there's rarely more than hello and goodbye. (To the detriment of new players learning how to play, as they don't tend to offer advice either.)
They certainly don't block or kick the average new player from participating in normal activities - this is Party Finder and endgame raiding that people are talking about here.
As a casual player who mainly runs dungeons and leveling content, I've never been dropped from a party for speaking English despite saying "hello", untranslated, at the start of every dungeon, and communicating with other English speakers in English.
I've been kicked from a party exactly once in two and a half years of playing, and that was justifiable - as a new and rather confused-and-frustrated PVP player I got separated from my group and decided to go sightseeing instead of going back to be killed again. So I understandably got kicked for that, but it doesn't seem to have had any lasting repercussions and I've never had issues joining groups.
I've seen other players kicked (outside of for genuine connection problems) maybe five to ten times, and usually with good reason.

The raiding community in NA at least also has a very exclusive feel which may be why there are fewer people attempting than the JP servers. There is not a lot of helping new players or taking any amount of real time to help them learn. As people have said before, even in a learning party if they don't show significant improvement or a clear in a few pulls people will often abandon or leave. From what I understand the average skill of the JP players is mostly because they will spend more time and effort making sure players that aren't doing well improve and learn things, unlike NA where you are expected to learn on your own.
Wrong. Do you really know people who clear instances slowly just on a purpose, just to upset others and show them they don't respect their time? Because I don't. If you try to force people to do mechanics perfectly even if they do the contect the first or the second time in their life, it has nothing to do with respect, because you obviously don not respect them. You only expect them to treat you in a special way because your time is more precious than the time they need to learn how to play.
I’d say that it’s less NA/EU has a more “exclusive” raid scene and more that a lot of people on NA/EU simply aren’t interested in the content. The raiding community in NA at least also has a very exclusive feel which may be why there are fewer people attempting than the JP servers. Western individualism reflects on overall player skill. It’s not uncommon over here to offer advice or attempt to explain mechanics to someone—and they reply with “Stop telling me what to do”. A lot of players here want to play how they want to play and don’t seem to care if it’s detrimental to the group—compare to collectivist mindsets like on JP servers, where they strive to work together. Someone “going against the grain” is looked down upon in their society. People being more cooperative would be desirable—but you can’t force all of the kids on the playground to play nice with each other no matter how many times you try. It’s easier to just remove the problem than attempt to teach someone who doesn’t want to learn.
There’s differences between NA/EU and JP data centers; but I don’t think either has a “better mindset” than the other. They’re just products of their culture and society.

You would like to ask Koreans about that respect thing on jp servers hehehe.
Strong words from someone who is not presenting the best out of the best himself. ( ͡° ͜ʖ ͡°)

You do realize that this works both ways, right?
Respect, harmony and politeness = players typically try their best to be decent at their job, read their tooltips, watch and read guides before they join a party that is trying to clear non-trivial content.
Unfortunately, the EU average player shows a total lack of respect to fellow players, joining hard content even if their performance is inadequate, whether they realize it or not. This has led to a profound divide between good/abitual players and casual players, to the point where a lot of good players have given up on the DF/PF and mostly play among themselves.
