A lot of the time this happens in the US also. For example: Ive almost bought artbooks or other merchandise on the NA SE store, only to discover they are up on Amazon.co.jp w/ shipping available to the US for far cheaper. AND I tend to get them before the SE store folks get their orders.
My point, check Amazon.co.jp for merch prices first and see if they ship to you. (ie. You can shop in English on the Amazon JP store if you click the globe icon beside the search bar and change the language to EN.)
I realize this doesnt offer any assistance in the way of the Promo items... but atleast it may help some folks get cheaper/faster merchandise. (I get a lot of Taito Game station merchandise thats unavailable outside of Japan the same way) just be aware much of this type of merch is only available via third party sellers, so verify the shipping cost and items your buying before completing your purchase. Just to be safe.

At this time the only thing to do is probably trying to get it into a QA question on the next Fanfest :-(

My concern is that these promotions are usually handled by the community representatives/marketing departments and have very little to do with the development team itself. It's also the community representatives who are in charge of picking out questions based on the number of likes they receive in the Q&A thread. Even if it were to get a lot of attention, we'd be banking on the community representatives policing themselves and admitting that not only has the situation gone without clarification for many months, they haven't held a promotion in the EU region which indirectly leaves EU players feeling like second class citizens when NA and JP regions have long since had a promotion.
The other promotions were plagued with delays and a lack of clarification as well - though somehow we're getting even less engagement these days.
Correct. Most EU people don't seem to know the fact that prices on US stores are usually displayed without adding sales taxes (as those differ from state to state in the US). Prices on EU stores must include VAT.
35$ is 32€ today, adding 19% VAT (Germany) gives you 38€, which is pretty close to the 40€ price tag
