Which server are you talking about? There are plenty of people around, at least throughout Elemental.
If you mean actively talking out loud, that's just not the usual culture. People don't talk in towns, and in dungeons there's rarely more than hello and goodbye. (To the detriment of new players learning how to play, as they don't tend to offer advice either.)
They certainly don't block or kick the average new player from participating in normal activities - this is Party Finder and endgame raiding that people are talking about here.
As a casual player who mainly runs dungeons and leveling content, I've never been dropped from a party for speaking English despite saying "hello", untranslated, at the start of every dungeon, and communicating with other English speakers in English.
I've been kicked from a party exactly once in two and a half years of playing, and that was justifiable - as a new and rather confused-and-frustrated PVP player I got separated from my group and decided to go sightseeing instead of going back to be killed again. So I understandably got kicked for that, but it doesn't seem to have had any lasting repercussions and I've never had issues joining groups.
I've seen other players kicked (outside of for genuine connection problems) maybe five to ten times, and usually with good reason.
