There's two apartment blocks in each ward, multiple wards in each housing district...and four different housing districts as of the time of this post. Even if that isn't the case and apartments somehow run out, there's the backup option of Free Company personal rooms to fall back on.

Obviously the sweet spot is to have a personal house, but nobody really stands to lose out on anything other than outdoor furnishing when it comes to housing decorations.
seeing how people always complain about not enough houses, i thought those were also in shortage
