I was just in the Sohr Kai dungeon and noticed the pony boss's beam was called Burning Bright. It used to be called Quasar. When did it change, and why?

Probably of the blue mage spell quasar, so people would not confuse that with the spell that sofia the goddess got who has the same name.
From a coding standpoint it seems like the only requirement for BLU to be able to learn a skill is for it to have the appropriate name.
For instance, the variants of Devour used by monsters are wildly different in function and appearance, but seemingly all of them can teach the skill. The first BCoB boss, Cerberus in the World of Darkness, the Rotting Gourmand in Amdapor, and the Lochs A rank all can all teach it, but visually the BLU version resembles the former two due to the purple ooze it produces and the icon pictures Cerberus.
The name change was probably done to just prevent BLU from learning one of a primal's signature moves from a more mundane boss.
