Speaking about Russian, in case with FF14 there is no even big sense to make localisation for us in the first place, to be honest. RU-community is very small in FF14, I doubt that we have more than 500 constantly active players at all. People come ofc, especially with recent wave of ex-wow players, but the core russian speaking audience is nothing. Yes, lack of Russian is one of the reasons for that, but also it's because it is a sub-based game (while our biggest amount of players are minors who hasn't money to pay for sub or adults that don't think that MMO are worth a monthly sub considering the economical state of the place). Not to mention that it's very PvE-focused game, while our players seem to prefer open-world PvP. So while our community isn't small in game industry overall, in case with FF14 it's... probably not worth the struggle.
The only thing I want as a Russian player, actually, is ability to order things from SE Store. Every time there is some merch - we simply can't do this even if we want to, because SE does not deliver to Russia (probably same for Ukraine and others).
As much as it would be cool, that's physically impossible to provide the game in all languages people speak in this game. They took those that bring biggest profit in game industry. That's it.
Translating the game into new languages now will mean separate servers, because it will be either imposibble or too much expensive to catch up 6 years of content. A friendly reminder that KR and CN versions, that were released not much later than Global one, are behind us in patch cycle. KR just recently got Shadowbringers. Are you ready to drop your character here and start from scratch? Are you sure that all Spanish speakers will? Are you sure that separate server with all its flaws will be succefful enough to not be closed? It's not as simple as it looks, seriously.
About fashion and housing - it is a real content. They release it because a huge portion of community is into this. If it wouldn't be as popular as it is, they would not spend so many time on this. Just because it's not your thing it doesn't mean that this content is less real or worth.
