Is it no longer possible to farm the Tank Mounts solo?

I had 14 clears, did The Sirensong Sea with undersized party option solo and now I have 15. Nothing states that I can't do lv.61 and above dungeons solo. So where's the exploit?

This was implemented before you could undersize so you had to do it with a group.

I feel like saying something isn't an exploit because it doesn't explicitly say it has a limit feels very much like someone who has to say "Well, it's not TECHNICALLY cheating because it doesn't say."

It's not an exploit. It is working as intended. Roulettes just can't be spammed. Individual duties can be.
