How are you supposed to beat certain Masked Carnivale fights?

Do you have a full set of 130 gear? Are you using Off-Guard?

Yes to both. Spells are literally doing half as much damage as they were last week.

Doing Hakkue Manor right now to get L5 Petrify because that spell refuses to drop. Last week I was doing a bit over 1200 to Maidservants with Sticky Tounge + Sharpened Knife. Today I'm doing just under 600.

The damage has clearly been nerfed across the board.

Sounds more like you're failing to land the spell while the stun's active than anything else. They didn't touch the potency of the skill within the last week, and as I recall the last time they did it was buffed. That said, doing less than half the damage is in line with not getting the stun bonus potency.

What isn't true? That you'll do less than half the damage without the stun? Because I'm sitting here stabbing things in Azys Lla for around 3000 damage, Faze them and it shoots up to around 6300. And that's without trying to apply any other buffs or debuffs.
I'd also consider your gear and ask if anything changed. Just switching from Augmented Shire Earring to the Aetheryte Earring, which the game stupidly puts as optimal, cuts those numbers down several hundred.

Now if you're saying that the potencies of skills weren't buffed last time they messed with those isn't true, it is. Most things went from being around 100 or so to being in the 200s with the trade off being that Off-Guard went from "You do 50% more to this target, full time unless you get lazy" to "Everyone does 5% more to this target, but only for a few seconds"

The Recommended Gear button only looks at item level. Synched to 60, the Aetheryte Earrings are 290, compared to the Augmented Shire's 270.

I'm aware of how it works. I'm also aware that it doesn't actually show the stats you're getting on the item itself just the max that it eventually will. You lose 8 Intelligence using it over Augmented Shire, when the tooltip would have you believe it's a gain of 17 if you're not paying attention. This is why I bring it up, a mindless glance at it and trust in the recommendation of the system will be an active detriment to you here.
