Sudden framerate drops

Do you experience any frame rate issues when the game is run in windowed mode and borderless full screen? When the frame rate drops, is the limiter set in game?

Do you experience any frame rate issues when the game is run in windowed mode and borderless full screen? When the frame rate drops, is the limiter set in game?

I normally play in windowed mode, however the issues occurred in both windowed and full screen. In order to avoid any issues with overworking my gpu, I also capped it at 60. When I attempted to cap it to 30, it dropped down to 15 frames a second. Uncapping it entirely did nothing.

Adding a bit of information that was tested yesterday after the initial responses: I have also tested games that are just as intensive if not more and put them to high settings. One is just plain intensive on the computer, the other is intensive due to poor optimization by the devs, and the third is intensive due to its engine just being terrible and usually causing crashes and stuttering. All of them ran to their usual specifications and on the settings they were normally at(I usually set them for high performance as this laptop can handle it). Whatever is causing this issue, I'm not certain if it's on my computers end.

I have also tested the following: rolling back the directX change through a system restore. Complete reinstall of the game(done during a time where I couldn't play anyways, so I figured why not), reinstall of graphical drivers(not full reinstall).

Gonna be trying an uninstall and reinstall of my graphical drivers shortly.
