I could also go digging for every single thread on this matter but I'm not going to at this point. All I can tell you is the start time of this lag varies but the only confirmed time I know it to end is bewteen 8-9 PM PST. It lasted for most of Stormblood and it usually happened almost every day. It doesn't affect everyone because not everyone takes the same path to the servers.
Only guaranteed solutions are a VPN or to simply be a nightbird with your playtime. That or pray the time you play during the day isn't suffering from the NTT (Square's ISP for the servers) lag. I'm saying this because this exact issue has been around for... two days now in this expansion. If it lasted for about 1.5 years in Stormblood I'd say don't get your hopes up of it being fixed in a reasonable timeframe. It isn't on your end.
Sorry but I'm not paying even more money every month to fix something Square should be fixing themselves.

it's not something Square can fix directly on their end. It's their ISP's problem. Square is their customer.
Even though you may be hesitant to purchase a VPN, you can get one fairly cheap. I use Mudfish when I play because my ping is anywhere from 130 to 150 ms otherwise (with Mudfish, it’s less than 90 ms). I use the Pay Per Traffic setup, and I haven’t had to load money on it for a while. I loaded in $10 USD a year ago (2018.12.04), and I still have over half of that remaining to this day. And I play frequently.
Something to think about, at least.
The lag may not be something SE can fix. It might be your ISP routing you through a terrible route to the servers, which a VPN will give you options for better routes. My ping was the result of my ISP routing me poorly, so the VPN fixed a lot of my issues.
